The Bethel Blueprint | A note from the Superintendent

In Bethel School District, our mission is to create relevant, responsive, and joyful learning communities where all students thrive. Bethel is a special place — a district that centers students in every decision and serves as the heart of our broader community. This year, we are deepening our commitment to inclusive education, working to ensure that every student feels a true sense of belonging and has access to learning experiences that reflect their individual strengths and needs. With the launch of our new early release schedule, we are giving teachers dedicated time to collaborate and adjust instruction based on student learning. This shift supports the full implementation of professional learning communities (PLCs) across all schools, allowing us to grow collective expertise and accelerate excellence across our system.

We have much to celebrate in Bethel. Our district has recently been recognized as a statewide leader in early literacy, with significant growth across our elementary classrooms. Middle school programs have expanded in meaningful ways, giving students more opportunities to explore their interests and build confidence. Our Career and Technical Education (CTE) programs remain strong and continue to prepare students for success beyond high school. Our consistently high graduation rates at both Willamette and Kalapuya high schools are a point of immense pride in Bethel — a testament to the dedication of our educators, the resilience of our students, and the support of our community.

I am incredibly proud to serve as superintendent in this remarkable district, and I am grateful every day to lead alongside such talented staff, engaged families, and inspiring students.

Year by Year Priorities

2025-26

In 2025–26, Bethel is focused on two key drivers of student success: expanding inclusive, affirming classrooms and strengthening professional learning communities (PLCs).

We are honoring every student’s culture, identity, and strengths by expanding inclusive practices, reducing self-contained classrooms, and creating learning environments where all students can learn and grow together. A new early release schedule will provide dedicated time each week for educators to collaborate, reflect, and improve their practice—making strong PLCs a foundation for responsive instruction and meaningful student support. These efforts reflect our commitment to equity in action and our belief that all students deserve to thrive in schools that are designed for their success.

2023-2025

In 2023, Bethel Implemented its new strategic plan – the Bethel Blueprint. It estalished four ares of focus to support students and staff. Relevant and Responsive Learning emphasizes building the knowledge, skill, and will of educators, creating meaningful college and career pathways, and supporting diverse learners. Joy and Wellness highlights social-emotional learning, health and wellness supports, and celebrating students and staff in meaningful ways. Belonging and Engagement centers on purposeful relationships, honoring and engaging voices, and strengthening family and community partnerships. Finally, Strong Schools, Strong Communities ensures aligned systems of support for students, fosters supportive and welcoming staff communities, and promotes transparent decision-making.

How did we get here?

The Bethel Blueprint was developed in collaboration with Bethel staff, students and families over the course of about 10 months. During this process, we collected feedback from more than 4,000 people through 32 focus groups, more than 50 one-on-one interviews, and a handful of community forums. Bethel students, staff, families and community members also provided their input in three separate surveys. 

The plan is designed to be a flexible, student-centered document that incorporates feedback from our community. The plan emphasizes the importance of supporting the whole child and aims to focus on relevant curriculum, responsive systems, staff and student well-being, deep engagement, and joyful learning spaces.

The Bethel Blueprint describes a Bethel district that is responsive to student needs, fosters a sense of belonging, celebrates learning, and implements strong systems. As a district community, we are fully committed to bringing this plan alive in our board room, schools, and classrooms.

This document serves as a structure of public accountability to ensure that we deliver on the promise of a relevant and responsive plan for Bethel students, families, and staff.

 


 

The Bethel community can expect regular updates about our progress. We will solicit ongoing feedback from staff, students, and families to ensure that we remain on the right path to improving outcomes for students and staff. Engagement will include annual staff, student, and community surveys as well as regular meetings with community groups that represent historically underserved students such as those who receive special education services, students who identify as LGBTQ+, and BIPOC students.

 


 

We are committed to sharing the results of these efforts with our Bethel community. Progress reports will be shared at least once per year. These reports will be shared in the boardroom and also posted on our website.
