Medicaid Billing in Bethel School District

Our schools can now receive federal funds to support and expand health services to our students, on-site at school. Opting-in to Medicaid billing is safe, easy, and will help Bethel students thrive.


How will Medicaid Billing Bring Federal Funds to Bethel Schools?
Bethel will request permission from parents or guardians to confidentially share limited information about their child with the Oregon Health Authority (OHA), if their student is enrolled in the Oregon Health Plan (OHP). Information includes a Bethel provider’s name (such as a Speech Language Therapist or nurse), type of services provided, the date(s) of services, student name, date of birth, attendance records, and State Student Identification Number. This information is sent through secure transmission that ensures student privacy. 

Once a parent provides consent, Bethel will submit claims to OHA for services provided to OHP-enrolled students. Bethel will use the reimbursed federal funds to support student services.

This process protects parents and students’ rights:

  • Parental permission is only obtained once and can be withdrawn at any time.
  • Parental permission will not affect their family’s personal eligibility for Medicaid or OHA-funded programs and will not reduce the amount of personal reimbursements they may receive from these programs.
  • All children will receive the same health services at no cost to their parents, regardless of whether or not the parent provides permission to share information with OHA for the reimbursement program.

The Oregon Health Authority (OHA) allows schools to receive Medicaid reimbursement for covered medical services provided to Medicaid-eligible students. This document is intended to provide answers to frequently asked questions.

  • School districts are required to provide health-related services in a school setting to meet the needs of the students. Billing Medicaid for eligible services is a way to bring more funding and resources into the classroom.

    • The student is Medicaid eligible
    • The district obtains parent/guardian consent
    • The services are covered by Medicaid
    • The services are outlined in a student plan of care
    • The services are delivered by a medically licensed provider

  • Eligible services include speech and audiology, nursing, occupational therapy, physical therapy, specialized transportation, and behavioral health.

  • No, Medicaid services received outside of school are authorized separately. School-based Medicaid reimbursement has no impact on a family’s community Medicaid benefits or eligibility. OAR 410-141-3565

  • Yes, school districts must obtain parent/guardian consent before providing student information to Medicaid. The district will obtain consent one time and parents will receive annual notices thereafter.

  • Yes, they can withdraw their consent at any time by notifying the school district in writing.

  • Yes, school districts are required to provide appropriate services to all students.
